Hamilton's method

In 1792, congress approved Hamilton's method, proposed by Alexander Hamilton. It was vetoed by Washington but later adopted by congress in 1852 and used through 1911. It caused the Alabama Paradox in 1880. It assigns seats based on lower quotas. When all available seats aren't apportioned, the state with the highest fractional standard quota is assigned a remaining seat.
