Huntington Hill

In 1941, Huntington Hill's method (AKA the method of equal proportions) was adopted by congress. This replaced Webster's method. It assigns seats based on priority values. Priority values are determined by multiplying a state's population by a multiplier. Huntington Hill's method is still used to this day.
