Webster's method

In 1832, Daniel Webster proposed a method similar to Jefferson's method. It was adopted by congress in 1842, but replaced by Hamilton's method in 1852, and adopted again in 1901. The most noteworthy distinction of Webster's method is it rounds the quotas to the nearest whole number. It modifies the divisor like Jefferson's and Adam's method.
